To respond more effectively to medical emergencies, the Samu proposes the installation of 113, and refuses the abandonment of emergency numbers in favor of 112.
Emergency medicine will no longer be able to respond properly to the needs of the French if the structures do not evolve, warns this Thursday the Samu-Urgence association of France. Thus, “to guarantee everyone the right care in an emergency situation”, it reveals its White Book in which 20 actions are presented. Among them, the association proposes to set up 113 as a unique number reserved for medical emergencies.
Since 1978, the 15 allows to contact the 102 centers of the Samu. These manage emergency telephone calls and refer patients to the hospital or the right health professionals. “This is the very essence of medical regulation which makes it possible to guarantee quality emergency care everywhere in the territory and to guarantee fair treatment for all: the Samu-Centers 15 today ensure this mission and they will still provide it tomorrow! », Affirms the emergency responders.
The 113 reserved for health
But to remain the guarantors of “a personalized quality response”, the association indicates that the skills and responses provided by the centers 15 must be broadened. To do this, it proposes the creation of “Samu-Santé” platforms, on the basis of the centers already in place, grouped together in hospitals and reachable at 113.
These new structures will be responsible for regulating emergency calls “which remains the core of the business”, regulating emergency transport requests or even the toxicological response to emergencies.
Against firefighter-samu platforms
The implementation of this new unique number should make it possible to put an end to the confusion between “emergency care” and “rescue” according to the association of emergency workers. 113 would therefore be reserved for health, 112 for emergency services, 114 for hearing impaired people and 115 for social.
With this proposal, the Samu goes against the will of the firefighters and the Minister of the Interior. The latter indeed want all emergency numbers to be abandoned in favor of 112 in order to pool resources and interventions. For emergency responders, creating unique platforms between the ambulance service and firefighters is “a bad idea”. They believe that “the European lobbying around 112, carried by rare European countries which do not share the French organization of care, is likely to further disturb people’s minds”.
