If the state of health emergency established on March 24, 2020 in France ended on July 10, 2020, a transitional regime of exit from the state of emergency has succeeded it. Initially, the deadline was set for October 30, but MPs voted to extend it until October 1er April 2021. This regime allows the Prime Minister and the prefects to take restrictive measures in the face of the Covid-19 epidemic: wearing a compulsory mask, restriction of travel, limitation of the number of people during gatherings, closure of establishments receiving public or the obligation to carry out a test to get to certain places, capping the price of certain products (hydroalcoholic gel, masks, etc.), etc.
A text far from unanimous … but essential
This extension was voted in view of the strong circulation of the coronavirus on our territory. However, the question of the violation of individual freedoms arises. ” This text, I know, does not arouse the enthusiasm of some of you, not mine either. But it is essential. We must accept to restrict some of our freedoms to which we are attached ”, explained Olivier Véran, Minister of Solidarity and Health, presenting the text to the deputies on September 22. Note that failure to comply with requisitions is punishable by six months imprisonment and a fine of € 10,000. As for the violation of other prohibitions (including travel), fourth class tickets apply, moving to fifth day tickets in the event of a repeat offense within 15 days.
