The Order of Physicians proposes to presidential candidates to change the organization of the health system by relying on the territories, with the Basin of Proximity Health (BPS).
During a Grand consultation conducted by the Order of Physicians (CNOM) last year, 95% of practitioners felt it necessary to reform the French health system. Faced with the urgency of the situation, the CNOM decided to take action. By bringing out, on the occasion of the 2017 presidential election, a real reform of the health system, “the reform desired by the medical profession”, even boasts Dr. Patrick Bouet.
In a press release, the president of the institution thus confides: “Our health system is on the verge of explosion. If it seems to hold out today, it is only thanks to the dedication of health professionals who hold it at arm’s length ”.
According to this general practitioner, the new reform must be built from the territories and place professionals at the heart of the system. He therefore calls for deconstructing “the current hyper-administered and centralized system”.
Decompartmentalize professional practice
The CNOM therefore recommends the establishment of a new level of coordination of care “local, simple, efficient, as close as possible to users, built on what already exists, anchored in the field and not imposed”. The Order has found a name for it, the “Bassin de Proximité Santé (BPS)”. “It is designed on the basis of the needs of populations over a living area, and based on the means and skills available, unlike pyramidal organizations and disconnected from the realities on the ground which are too often common”, displays Dr. Bouet who details its proposal in a White Paper.
The Order also considers it “essential” to build the foundations of a new medical practice, “more flexible, more mobile, more progressive and more protective”. The objective is to enable doctors to work better and better meet the needs of their patients, in particular with the support of digital technologies.
Professionalize medical training
In what he calls revolution in the organization of the healthcare system, the Order also wishes to give back medical time to doctors, but also to set up a rewarding method of remuneration for all, while promoting and facilitating inter and intra professional cooperation.
In addition, the CNOM considers that the current model of training for the profession of doctor no longer responds to current challenges. “It does not match the skills delivered to doctors with the needs of the territories. Rather than starting from the internal needs of hospitals, we must train the doctors needed in the regions, ”he adds.
The proposed ordinance is that of a reform of the numerus clausus and of the first common year of health studies (PACES). Regarding medical studies, the Order also wants to transform the national classifying event into an interregional classifying event and strengthen the professionalization of the second cycle up to the boarding school.
