Between October 10, 2017 and November 28, 2017, a network of 9 people was dismantled in Île-de-France thanks to a denunciation from the Regional Health Agency (ARS): 5 doctors (including 3 psychiatrists), 2 presidents of humanitarian associations and 2 touts were indicted for fraud on health insurance.
The fraudsters’ system was well established: in exchange for 5,000 euros, the doctors (in collaboration with the presidents of associations) provided false medical certificates to foreigners in an irregular situation, in order to allow them to remain legally on the French soil. All of a sudden, the beneficiaries developed a mental pathology, duly certified medically, prohibiting their expulsion.

“This network has been raging since at least 2012 with the complicity of presidents of associations and touts, allowing foreigners from West Africa and the Maghreb in an irregular situation to stay in France by claiming a status of sick people” explains a source familiar with the matter.
In passing, the doctors declared fictitious consultations to the Health Insurance, thus pocketing the reimbursements – one of them even declared 800 consultations on a single day, for a total of 27,000 over the year 2017.
The total damage for Health Insurance is now estimated at 3.9 million euros. More than 489,000 euros, four apartments worth 1.285 million euros, luxury items and two cars were also seized.
