Marisol Touraine will not pass in force. Faced with the united front against her health bill, the Minister of Health would have decided to take time to complete the negotiations. According to exclusive information from Les Echos, the text “would not pass before Parliament at the end of January-beginning of February, as initially planned, but after the departmental elections of March 22 and 29. »
Last week, the economic daily already revealed that the Minister of Health was ready to make concessions: open the public hospital service (SPH) to “private establishments which include an emergency service” and amend part of the bill concerning the Territorial Public Health Service (STSP), which plans to give regional health agencies the power to reorganize the supply of care according to needs. A form of nationalization of the health system which bristles the doctors.
But these concessions do not seem sufficient. Since the press echoed it, opponents of the text – liberal doctors, clinics, emergency physicians – have not wavered. With press releases and declarations of all kinds, they all let it be known that their strike movement was maintained. Yesterday again the union of liberal doctors increased the pressure by affirming that the withdrawal of the bill was a prerequisite for any discussion with the minister. “Under no circumstances should we give in to the siren songs and maintain our call for the closure of our surgeries,” wrote Dr. Roger Rua, president of the Union of Liberal Doctors (SML) in a tweet posted on Monday.
Even before receiving this week the leaders of the two main unions of liberal doctors (the CSMF and MG France), Marisol Touraine would therefore have decided to give pledges to future strikers. But the minister’s room for maneuver is narrow. Notably because the main stumbling block is the generalization of third-party payment. And that on this point, the minister cannot back down. Two more months to negotiate will therefore not be too much.
