Doctors take the minister at her word. Two unions are no longer demanding an increase of 2 euros in the price of the consultation but of 8 euros, or 31 euros! “The Minister of Health is deaf and blind”, justifies Luc Duquesnel, president of the UNOF-CSMF union, in the columns of Figaro.
In fact, since the start of the conflict, Marisol Touraine has repeatedly said that GPs are not paid 23 euros for a consultation but 31.40 euros. The Minister of Health has done her accounts: by adding the flat rate of 5 euros for the follow-up of patients over 80, plus that of attending physician, remuneration for teamwork or even that for public health objectives ( ROSP), the total exceeds 31 euros. Chiche, answer in chorus the UNOF-CSMF and the SML (union of liberal doctors). In other words, these doctors are calling for the abolition of all flat rates and of the ROSP. “The Health Insurance will even save 40 centimes per procedure! », quips Luc Duquesnel.
But reading the statements of the main stakeholders in the press, one has the feeling that this proposal is more of a provocation. Because Luc Duquesnel knows it well, the bonus on objective cannot be integrated into the remuneration of the consultation since, as he declared, “it corresponds to additional work with patients”. Moreover, the united front of doctors cracks on the subject. On the side of the other large union of general practitioners, MG France, we do not really like this proposal. “The fixed prices are used to remunerate us for tasks carried out when we do not see the patient. If we remove them, then we will lose, unless we start working even more, ”said Claude Leicher, president of MG France. Moreover, obtaining these packages has been experienced as a victory by many doctors. Removing them would therefore be a step backwards. Moreover, the ROSP is attractive since 97.2% of doctors have adopted this optional device.
In short, the conflict seems to be at a standstill. To the minister’s provocation – declaring that GPs are paid 31 euros – the doctors respond with another provocation. Not sure the end is near…
