Wearing a mask is compulsory in the street, in restaurants, in transport… Over the course of the government’s speeches since March 2020, health measures have changed our daily lives, they appeared, then disappeared, over epidemic peaks Covid. And it was made possible (just as quickly, at least) by the state of health emergency decreed on March 20, 2020, which made it possible to pass these obligations via simple decrees. Since Monday, August 1, the state of health emergency has been lifted. What does this mean exactly?
“As of August 1, the government will no longer be able to take coercive measures authorized by the state of health emergency exit regime, in the event of a particularly marked epidemic resumption”, explained MP Sacha Houlié. This means thatthere is no longer an “exceptional regime” for the governmentwho could until then decide on the establishment of a health pass, the wearing of a compulsory mask, a curfew, confinement or even the obligation to vaccinate.
Measures still possible, but longer to apply
However, medical personnel suspended for refusing to be vaccinated will not be reinstated immediately.
The end of the state of health emergency does not mean that these measures can never be taken again, but the procedure will be more complex: it will be necessary to ask Parliament for its opinion.
However, an exception is made for the obligation of tests to enter the territory, which can be applied via a decree tabled by the Prime Minister. But this will have to be based on a report from the Ministry of Health. Or, for the overseas territories, be justified by a saturation of hospitals. In this case, the decree may be applied two months before obtaining a favorable vote from Parliament. The Scientific Council also ended on July 31.
