It is now official. The content and terms of the shared medical file (DMP) were published in a decree in Official newspaper July 4, 2016. Its implementation should begin in September 2016 for nine departments, before extending to the entire territory in spring 2017.
Vaccines, treatments, reports and contact details of relatives
This DMP is defined as a “digital medical record intended to promote prevention, quality, continuity and coordinated management of patient care“. Concretely, this file will contain the information relating to the care of each one: vaccines carried out, prescribed treatments, medical examinations carried out, reports of biological analyzes … but also coordinates of the doctor and relatives to contact in an emergency. This information will be accessible to health professionals “by electronic means, in particular from a website or via software“Respecting safety standards clearly defined by the public health code, specifies the Official Journal. The holder of the DMP will also be able to consult his file on the Internet.
The patient in control of his medical file
The decree provides that the patient remains in control of his file: first of all, it is he who decides to create his DMP or to authorize its creation by a health professional. Although he cannot delete data from his DMP, the patient can indicate there “the identity of the healthcare professionals to whom he intends to deny access to his file“, provides the decree. Conversely, if a professional considers that information on the state of health appearing in the DMP”should not be brought to the attention of the patient“, he can return it”temporarily inaccessible to the file holder while waiting for it to be delivered to the latter by a health professional during an advisory consultationFinally, the patient can choose at any time to close his DMP. It will then remain archived ten years after its closing date.
This decree is published simultaneously with the announcement of national e-health plan by the Minister of Health Marisol Touraine.
