While the National Assembly voted unanimously to ban single-use electronic cigarettes (or “Puffs”), the National Committee Against Smoking (CNCT) comments on this action in a press release.
First of all, the organization “welcomes this transpartisan commitment to a common-sense environmental and health measure.”
Ban on Puffs: “risks of circumvention”
However, the CNCT draws attention to the risks of circumvention of this ban by manufacturers. Indeed, the latter have already anticipated this proposed law by marketing new generations of disposable electronic cigarettes that the law does not include in its current version.
These new generations of puffs, very recently introduced in France, allow a greater number of puffs (up to 10,000) and are electronically rechargeable a limited number of times. As vaping liquid is not refillable, the device is intended to be quickly thrown away.
“In other words, if the product is not legally considered a “single-use” product, it is nonetheless disposable and just as harmful as the others from an environmental point of view.” estimates the CNCT. “Their impact is also health-related, because these products, sold for 15 euros and available in sweet or fruity flavors in many stores, are particularly accessible and attractive to adolescents,” adds the committee.
Ban on single-use electronic cigarettes: what amendment is proposed?
With these observations in mind, the CNCT therefore calls on the Senate to complete the bill. With this in mind, he even submitted to all senators a proposed amendment so that the text integrates the mechanisms as much as possible. “for single use” that the devices “disposable”.
“It is important to specify here that this amendment does not aim to ban non-disposable electronic cigarettes with pods/cartridges”, complete the experts.
In summary and for Professor Yves Martinet, president of the National Committee against Tobacco, “this bill is an excellent initiative in favor of the environment and the health of young people. It is however necessary that this device integrates all disposable electronic cigarettes and anticipates the possibilities of circumvention by manufacturers, accustomed to the exploitation of legal vagueness”.
