Agnès Buzyn, Minister of Solidarity and Health presented the timetable for the implementation of the tobacco tax increase, which aims to achieve a pack of cigarettes at 10 euros within 3 years, end of 2020.
After a first increase of 35 cents in the coming weeks, the schedule of increases in the price of a pack of cigarettes will be as follows:
- An increase of € 1 in March 2018
Two increases of € 0.50, in April and November 2019
Two increases, respectively of € 0.50 and € 0.40, in April and November 2020
One of the main risk factors for cancer
France has nearly 16 million smokers. The prevalence of smoking reaches a maximum of 46% among women aged 20-25, and 55% among men aged 26-34. These rates are among the
highest recorded in Western countries and in the world for certain age groups. However, in her press release, the Minister of Health recalled that tobacco is responsible for 73,000 deaths each year in France, including 45,000 from cancer (one in three cancers is linked to tobacco). “It is thus the most important preventable risk factor for cancer”.

To supplement the increase in the price of tobacco and avoid the development of a parallel market, the government has also decided to strengthen intelligence and customs controls, by means of a new device more suited to new fraud practices.
