This Monday, May 11 marks the end of confinement, almost two months later, with the reopening of many businesses, the abandonment of certificates for a distance of less than 100km and a gradual return to work. A temporary decree to frame the other measures
The state of health emergency law should be promulgated this Monday evening. It is subject to the approval of the Constitutional Council, which must deliver its opinion today. In the meantime, the two major provisions of this law cannot be applied: the limitation of travel to 100 km and the compulsory certificate in public transport. The executive calls “in the sense of French responsibility”and recalls that he was “provided that the new measures should be subject to a period of tolerance”. Regarding the certificate to be presented in public transport in Ile-de-France between 6:30 a.m. and 9:30 a.m. and between 4 p.m. and 7 p.m., it should be compulsory from Wednesday.
The other deconfinement measures entered into force this Monday morning via a temporary decree with immediate effect, published at Official newspaper“given these exceptional circumstances”. This concerns the end of the limitations on leaving the home, the obligation to wear a mask in transport, the reopening of shops provided that barrier gestures are respected and the distancing and limitation to 10 people of gatherings in public places.
Deconfinement and caution
To accompany the gradual return to a deconfined life, masks are essential allies. The State thus made 10 million masks available to transport users on Monday, including 4.4 million for the Île-de-France region. The RATP also announced this morning that the wearing of a mask is mostly respected by travelers. However, the latter have recently expressed their concern about respect for barrier gestures.
The end of confinement is a new step in the fight against Covid-19 and the government is calling for reason. “We are not done with the virus. We are easing the conditions of confinement but life cannot resume as it was before”, warned the Minister of Health, Olivier Véran, on TF1. Three new outbreaks have appeared, in New Aquitaine and Vendée, in areas classified as “green”, urging caution. For school, a million children will find their way back to school according to Olivier Véran, for whom “the sanitary conditions are met”.
