After four months of discussions with the Health Insurance, the doctors only obtained the security of their retirement. Dissatisfied, the 1st Liberal union left the table.
After four months of discussions to find a new medical convention, the first union of liberal doctors, the CSMF (1), left the negotiating table with the Health Insurance. The clash between Nicolas Revel, director general of the CNAM (2), and the Confederation took place on Wednesday evening.
It must be said that after yet another meeting, the five unions representing the profession (3) agree that the account is not there. The practitioners only obtained the security of their ASV supplementary pension scheme. And less than a month from the end of the meetings, no other commitment has been made by Social Security. Contacted by Why actor, the president of the CSMF, Jean-Paul Ortiz, discusses the reasons for his anger.
What is the drop of water that broke the camel’s back?
Dr Jean-Paul Ortiz : We are faced with a complete lack of consideration of the crisis in liberal medicine. The means are more than limited. Now, Nicolas Revel tells us: “It is either the consultation of the general practitioner at 25 euros, or the four-level price list (25, 30, 50, 75) “. But we need both! We cannot build an innovative convention with this philosophy. Worse, one month from the end of the discussions, we still do not have a text or a costed proposal. We will not go to the next scheduled bargaining sessions. We wonder how long the health insurance game will last.
What would it take to get you back to the table?
Dr Jean-Paul Ortiz : I appeal directly to the government and the President of the Republic. They must put the means to ensure the ambulatory shift. We must put an end to this hospital-centered health system. If the public authorities persist in this direction, it will lead to two-tier medicine. It already exists in certain medical deserts, where liberal local doctors (specialists and general practitioners) are disappearing. a new deal imposes itself. We made ten proposals. We immediately need 1.5 billion euros to save the liberal doctors. It seems more than reasonable to me.
What will happen if the government does not listen to you?
Dr Jean Paul Ortiz : The days are numbered. If other unions refuse to sign the medical agreement, there will be an arbitrator (Bertrand Fragonard, editor’s note). The latter will draft an arbitration regulation to govern the relationship between the doctors and the Health Insurance, so that the patients are reimbursed. But this is not a good solution. It is better to try to build something that evolves and that is innovative. For several months, doctors have been expressing their discomfort. It will not be our fault if there is no agreement. The sole responsibility will be on the government side.
