INTERVIEW – Doctors who have just had a child will be able to temporarily cease their activity, men and women. Aid has been added to the medical convention.
Liberal doctors will also be entitled to maternity leave. The Minister of Health, Marisol Touraine, signed this March 2, an amendment to the medical agreement. The document, which governs tariff relations with Social Security, facilitates temporary work stoppage after the birth of a child. Three unions accepted the ministry’s proposal.
The allowance paid to female doctors will change according to their conditions of practice. Those who are approved sector 1 will receive 3,100 euros for three months, against 2,066 euros for sector 2. Another advance: men will also benefit from a flat-rate assistance for paternity leave. It ranges from 744 euros per month, for professionals working in sector 2, to 1,116 euros for those in sector 1.
However, it will be necessary to wait before the application of this new version of the convention. It will come into force 6 months after the publication of the amendment in the Official Journal.
While the Liberals welcome this long-debated advance, a major pitfall that has not been resolved. Replacement physicians are still not included in this device. Is the signing of this endorsement a mixed victory?
Dr Jean-Paul Hamon : We are satisfied without being. There is always a difference between sector 2 and sector 1. But at the start, Marisol Touraine did not want to hear about sector 2 compensation. The fact that we have obtained two thirds of social coverage is nevertheless a step forward. significant. In any case, we will not stop there: this discrimination is unbearable. All women take nine months to carry a pregnancy to term. To stop for three months, even when you are a liberal profession, is not too much.
Men are also recognized. Is it a satisfaction?
Dr Jean-Paul Hamon : It is true that this is a step forward. We did not want to be accused of discrimination. We therefore put ourselves in touch with the current vision of society, which speaks of parity. We wanted to demonstrate the fact that fathers also exist.
Isn’t the exclusion of replacement physicians a discrimination?
Dr Jean-Paul Hamon : We have heard the controversy which is starting to swell, but this is not discrimination. This maternity leave was an obstacle to the installation, and at the same time the demand came late. The law should have been changed. As it was, we couldn’t rewrite the convention. This is a problem, but also an incentive to settle earlier.
We have also proposed that social cover equivalent to that of employees – for daily allowances and maternity – be granted for three years, to allow replacements and young graduates to settle. It gives you time to get organized. We understood that the lack of social security was a brake and we will have to go further.
