All the conditions are now in place for the launch of the trial of lower risk consumption rooms (SCMR) in France. A text signed by Marisol Touraine, Minister of Social Affairs and Health, was indeed published today in the Official Journal.
This decree sets the concrete terms (presence of medical equipment, opening hours, progress of the reception consultation, etc.) that associations carrying out consumption room projects at lower risk, in conjunction with local communities, must comply with. .
Avoid infections and fatal overdoses
Called “shooting rooms” in popular parlance, lower risk consumption rooms are spaces where adult drug addicts, precarious and at odds with the health system, are welcomed to come and consume their psychoactive substances in suitable hygienic conditions, with sterile equipment and under the supervision of health personnel.
Their objectives are multiple : avoid infections and fatal overdoses; allow contact with healthcare professionals and improve the situation in neighborhoods where drug addicts are numerous.
Other experiments of this type have already been launched in certain European countries (Germany, Australia, Canada, Spain, Denmark, Luxembourg, Norway, the Netherlands and Switzerland). “It is by no means a question of trivializing drug consumption. But turning a blind eye to such a social and health reality will not make the problem go away.”, said Marisol Touraine.
