Incitement to hatred, insults, threats, blackmail… Among young people, digital violence is now commonplace on social networks. According to government figures, 20% of 8-18 year olds and 60% of 18-25 year olds have already been confronted with cyberbullying, in all its forms. Launched in April 2021, the 3018 is an anonymous and free national number allowing the children and adolescents concerned, as well as their parents, to share and report any situation of inappropriate behavior or inappropriate content on the web or social networks.
And since February 7, 2023, the number is accessible seven days a week, 365 days a year from 9 a.m. to 11 p.m., one day a week more than before. The 3018 is accessible by phone or live chat on the site e-Childhoodon social media messaging and the 3018 application. Parents can also obtain information on the site jeprotegemonenfant.gouv.fr.
3018: what is this number for?
“There are numbers that save lives”, says the Minister of National Education Pap Ndiaye. The 3018 is a “trust indicator” with several social networks (Facebook, Twitter, Snapchat, Instagram, TikTok, Twitch, Youtube, Roblox, Discord and Yubo), and is thus able to quickly delete a publication or an account illegal (harming the victim) in just a few hours.

It also connects victims of cyberviolence (children and adolescents) with professionals (psychologists, lawyers and specialists in digital tools) who are specialists in cyberbullying, revenge pornblackmail on the webcam, overexposure to screens, video games, exposure to violent and pornographic content, parental control, account configuration on social networks, account hacking or even identity theft.
Very concretely, the experts of 3018 listen to the victim and advise him, analyze the account or the content concerned and qualify it legally, list the constituent elements and compile a report file, which is then sent to the moderation service of the social network concerned via a priority channel.
Cyberviolence in numbers (and it’s worrying)
In 2022, the 3018 received more than 25,000 calls compared to 18,000 in 2021, an increase of 39%. Over 10,000 accounts and content were taken down in 2022, a 234% increase from 2021. On average, 20 reports per day are made on the platform.

In 2022, 4 out of 10 calls are related to adolescent sexuality (webcam blackmail, revenge porn, child pornography) and three calls per day on average relate to school bullying. More and more teenagers also mention the deterioration of their mental health, from psychological malaise to suicidal desires, and this increasingly early, from the age of 10.
Since 2020 and the Covid-19 pandemic, these calls would have gone from one monthly rhythm to daily rhythm.
