The exceptional travel certificates were deemed too long and too complicated to complete, in particular for the inhabitants of the departments now confined for a period of four weeks. The Ministry of the Interior has therefore updated these documents, to be completed before each trip, to avoid a fine of € 135.
The certificates are now different for traveling during the curfew, between 7 p.m. and 6 a.m. and for traveling in confined territories, from 6 a.m. to 7 p.m.
The certificate for the sixteen departments under confinement
Since March 20, 21 million French people have been confined for the third time for a period of four weeks, seven days a week. The inhabitants of Ile-de-France, Hauts-de-France, Seine-Maritime, l ‘Eure and the Alpes-Maritimes are therefore subject to traffic restrictions and must provide proof. The new document, considered too complex, has been simplified. It is possible to travel between 6 a.m. and 7 p.m. in the sixteen confined departments, if of course they can justify a reason.
However, there is a first novelty. First, for trips within a radius of 10 km, it is no longer necessary to have a certificate, but it is essential to present proof of address, such as an identity document, the driving license. drive, passport or an invoice: ” Within a radius of 10 km around the place of residence, travel […] can be done without certificate subject to being able to present proof of address “. For further trips, “ they are only possible for the overriding reasons mentioned in 6 to 12 of this certificate “, that is :
- a professional activity, education and training, mission of general interest:
- health (consultations and care);
- compelling family reason, vulnerable or insecure people or childcare
- handicap situation
- judicial or administrative summons;
- moving house ;
- transit trips to stations and airports.
For people who reside in departments that are not confined and who move to departments subject to reinforced measures, these reasons are valid.
To move within a confined department, the reasons are as follows: essential purchases or order withdrawal, accompanying children to school, going to a cultural establishment or for an administrative or legal process. Note that there is a second novelty, as the government specifies: “ For people residing at the borders of a department, a tolerance of 30 km beyond the department is accepted “.
The certificate to travel during the curfew
There is a separate derogatory travel certificate to go out during curfew hours, between 7 p.m. and 6 a.m. It is valid in mainland France and offers eight reasons:
- professional activity, education and training;
- consultations and care;
- compelling family reason, vulnerable or precarious persons or custodians of children;
- disability situation;
- judicial or administrative summons;
- general interest mission;
- transit and long distance travel;
- pets.
As a reminder, the curfew has now been pushed back to 7 p.m. (against 6 p.m. since mid-January).
