In 2016, 5.5 million people benefited from CMU-C, an increase of 1.9%. At the same time, the ACS take-up rate has risen sharply.
The use of complementary CMU (CMU-C) and assistance with the payment of complementary health insurance (ACS) continues to progress in France, reports the Fund for financing universal health coverage. Last year, the number of beneficiaries of CMU-C increased by 1.9% and that of ACS by 8.2% compared to 2015. In total, more than 7 million people with limited resources benefit of these aids.
CMU-c is aimed at French people earning less than 730 euros per month. According to data from the Ministry of Health, between 60 and 75% of those eligible for this assistance would request it. The CMU Fund thus notes that the beneficiaries of the RSA have less asserted their rights this year. At the end of 2016, 5.5 million French people benefited from CMU-c. The workforce has especially increased in metropolitan France while it has decreased in the French overseas departments and territories. Farmers were the ones most in need of this diet for treatment.
But this increase did not have repercussions on the health expenses covered for beneficiaries of CMU-C in the general scheme, notes the CMU Fund. In 2016, a beneficiary cost an average of 417 euros, a decrease of 1.6% in one year. For the hospital, this average cost for one person is 107 euros, while in city medicine it is 310 euros.
ACS on the rise
At the same time, the rate of use of ACS has increased, welcomed the CMU Fund. During 2016, 1.5 million people earning less than 980 euros per month were entitled to this financial assistance to pay for their complementary health contract. And 1.2 million used it to pay their annual membership fee. Better still, nearly three-quarters of ACS users are covered by an intermediate (B) or higher (C) level contract offering the most guarantees, especially for optics and dental. The C contract alone concentrates 40% of ACS users.
However, it should be noted that here too a large number of eligible people do not take the steps to obtain it. The recourse rate is between 30 and 40%.
