To reduce violence against women, which is still massive in France, the government has launched a 5th fight plan endowed with 125 million over 3 years.
In France, every 7 minutes a woman is raped. Every two and a half days, a woman dies from the blows of her partner or ex-spouse. Each year, more than 220,000 women are victims of domestic violence. An unbearable and unacceptable observation which has however changed little despite successive control plans over the past decade.
A fight which “must be waged relentlessly”, affirms Laurence Rossignol, Minister for Families, Children and Women’s Rights on the occasion of the launch of the 5th 2017-2019 mobilization and fight plan against all forms of violence against women. “A new very ambitious plan,” said Aurélie Latourès, researcher at the Regional Observatory of Violence Against Women at the Center Hubertine Auclert (Paris).
This new 80-page plan includes 122 actions to achieve 39 major objectives. A substantial envelope has also been put on the table: 125 million euros mobilized over 3 years, ie double the budget of the previous plan.
“It will make it possible to consolidate both the new systems put in place during the 4th plan and strengthen their implementation, hopes Aurélie Latourès, who is particularly pleased with the consideration of the diversity of situations with which women victims of violence are confronted. Isolated women, in particular those living in rural areas, will be able to have access to a listening service in public service centers (Employment Center, Health Insurance, etc.). With the experimentation of “good taxis” in 25 departments, the ministry also hopes to improve their mobility.
Young women, a priority
“Focusing on foreign women who are victims of violence, women with disabilities or those who have multiple difficulties is a new provision that we welcome. We are also very enthusiastic about the priority put on young women, ”says Aurélie Latourès.
The Hubertine Auclert center had precisely issued recommendations for the care of this very special public. Recommendations included in this new plan. Some 100 new accommodation places for young women aged 18 to 25 without children will be created. “To date, only one center dedicated to their reception exists in France and has only 60 places. Creating 100 additional places will not cover all the needs, but it is a first step ”, underlines the specialist.
But to benefit from the protection of these devices, it is still necessary that these young women victims of violence are aware of them. In addition to the listening and referral number 3919, which receives more than 50,000 calls per year, the ministry will develop an internet chat and experiment with day care without an appointment.
Actions will also be taken to combat cybersexism, which mainly affects young women, and even adolescent girls. While the law now punishes these facts of online harassment or the dissemination of intimate photos on social networks, the plan includes reminding women that the law protects them.
Deconstruct stereotypes
To denounce this violence and deconstruct stereotypes, the plan also relies on important communication on social networks, the media or in the corridors of subways. “But developing communication on social networks is not just about sending messages and images from time to time, it is really thinking about an entire communication strategy to reach all the victims”, warns Aurélie Latourès, who points out that the Center Hubertine Auclerc will be vigilant in the implementation of this plan and the resources allocated to associations to enable them to continue their actions in the field.
