Nearly one in three French people (62%) is in favor of the vaccination certificate for traveling and one in two respondents claims that it is compulsory for taking public transport. The government believes that it is still too early.
- The Cnil affirmed that in the current state, setting up a vaccine passport is illegal.
- The European Commission is working on a vaccine certificate called Vaxproof to restore travel between member countries.
Is the vaccination certificate the solution to get out of the health crisis? An Ifop poll published in The Parisian this Sunday, January 17 reveals a strong adhesion of the French to the vaccine passport. They are 62% to claim it to be able to take the plane or 52% to want to make it compulsory in public transport. Half of those questioned say they are in favor of making this certificate compulsory for students and staff present in middle and high schools, to go to places of culture such as cinemas or theaters, to go to the workplace and 45% to go to shops.
An illegal document
This adhesion of the population contrasts with the caution of the government. “We are very reluctantreacted on Sunday the Secretary of State for European Affairs Clément Beaune to France info. If we are talking about a paper, a document which authorizes you to travel to Europe, I believe that it is very premature.” Remarks that go in the direction of Emmanuel Macron’s position on the non-compulsory nature of the vaccine. Last Friday, the emergency committee of the World Health Organization (WHO) declared itself against the introduction of such a measure at the present time to allow entry into a country for international travelers . “There are still too many fundamental unknowns in terms of the effectiveness of vaccines in reducing transmission [du virus] and vaccines are still only available in limited quantities.”
The Cnil (National Commission for Computing and Liberties of France) recently recalled that such a document is not on the agenda. “This is not possible in the current state of the texts, it would be illegal”, affirmed Thomas Dautieu, the compliance director of the Cnil, to France info on December 29. In December, the Council of State expressed its concerns about the implementation of such a certificate in an opinion made public in December. “Without being in itself comparable to an obligation of care, such a measure may, if in particular it conditions the possibility of leaving one’s home, have equivalent effects and justifies, as such, a strict prior examination of necessity and proportionality.”, he wrote.
Nevertheless, the European Commission, for its part, is already working on the creation of a vaccination certificate, entitled “Vaxproof”, which could make it possible to restore travel between member countries. However, the subject divides the 27 members, including the Netherlands, who have expressed reservations about the establishment of such a document.
Greater adherence to the vaccine
This desire expressed through the survey of the anti-Covid vaccination certificate responds to the desire to return to a “normal life” and to an increasing adherence to the vaccine. The survey reveals that 54% of French people are now in favor of having the vaccine injected, ie fifteen points more than at the beginning of December. From this Monday, people over 75 and vulnerable people are added to the list of those who can receive the vaccine. It is now 6.4 million French people who are called upon to be vaccinated. The government hopes to have vaccinated 1 million people by the end of January.
