The “Health Insurance e-card” application will be tested in the Alpes-Maritimes and the Rhône until May 2020, before being generalized in 2021 if the experience is conclusive.
Technology is taking over our old routines. Like announced the Minister of Health Agnès Buzyn on April 25 when presenting her digital health roadmap, the vital card will soon be dematerialized on Smartphone. Soon to be tested in the Alpes-Maritimes and the Rhône until the end of May 2020 according to a decree published this Wednesday in the Official Journal, it will be generalized the following year if the experience is conclusive.
The “e-card” coupled with our green card
How it works ? Patients will be able to use their vital card thanks to the application “Health Insurance e-card”, via their smartphone or tablet. Our old green card will not disappear. The application will come “in addition” and will be “valid only for health professionals participating in the experiment”, stipulates the decree. But while waiting for the whole country to benefit from it, cThis “health insurance e-card” will be “issued free of charge” to “volunteers” attached to the health insurance funds of the Alpes-Maritimes and the Rhône or to the Mutualité sociale agricole Ain-Rhône and Provence-Azur, in order to to test the device.
First names other than the usual first name, the period of validity of the card, and the address of the insured do not however appear on this e-card. “All the information contained in the ‘e-health insurance card’ can be read by the holder in the application”, explains the government. It will, however, include the information of the rights holders. Please note that you must notify social security in the event of loss or theft of the equipment on which the application has been installed.
This dematerialization must also facilitate the practice of telemedicine, in line with the 26 “actions” of Agnès Buzyn’s plan to “accelerate the digital shift”, like the personalized medical record (DMP).
E-prescriptions
In the same idea, the Minister of Health also wants to dematerialize prescriptions. Drug prescriptions would constitute the first tests from 2019, before a start of generalization from 2020. Nursing acts and biological analyzes will follow the same pattern a year later, then physiotherapists the following year. This “e-prescription” must aim to “secure the transmission circuit of the prescription and promote coordination between professionals”, indicated the ministry.
