The doctors, who respected the objectives of the health insurance, were rewarded. Results: premiums of 4,000 euros on average, all specialists combined.
Jackpot for Doctors! The amount of remuneration based on public health objectives (ROSP) was unveiled this Monday on the Health Insurance website. On average, each practitioner received a premium of 4,215 euros.
This device, which entered into force in January 2012, allows liberal doctors to diversify their remuneration, hitherto confined to the act. Today the ROSP represents between 4% and 5% of their annual remuneration.
As stated by the Health Insurance, this measure “works according to a system of points allocated by indicator, depending on whether or not the objective set or progress towards this objective has been achieved. Each point is worth 7 euros ”.
The public health indicators to be completed, numbering 19, are essentially prevention, prescription, vaccination, monitoring of chronic pathologies or even the organization of the practice. Clearly, the more the objectives are met, the more points the doctor earns corresponding to a lump sum compensation. For the National Health Insurance Fund (CNAMTS), the objective was therefore to encourage doctors to prescribe better.
General practitioners: good students
For its third year of existence, the ROSP is therefore expanding not only by its amount but also by the number of beneficiaries. Thus, some 89,000 doctors, all specialties combined, have just received 4,215 euros on average for the year 2014.
General practitioners come out good students since they earn on average 6,200 euros on average (5,774 euros in 2013). An amount higher than the average which is explained by the improvement of practices and in particular in the follow-up of diabetics. More than 51,500 GPs have therefore received this remuneration, according to Health Insurance.
Prescription improvements
The Health Insurance incentive to prescribe better was followed by a majority of practitioners. Indeed, the follow-up of diabetic patients is better since it registers a progression of 7.5 points on the part of the patients having carried out a certain number of blood assays. Another improvement is the decrease in the number of antibiotic prescriptions for adult patients, as well as that of benzodiazepines (sleeping pills or anti-anxiety drugs) for those over 65 years of age.
On the other hand, side screening and vaccination, the account is not there. The indicators are declining for patients over 65 years of age vaccinated against influenza (-5.7 points) and for those who have performed a smear in the past three years (-2.2 points).
Concern among some unions
While Health Insurance announces nearly 376 million euros paid last year to doctors who followed the recommendations of the public body, the Confederation of French Medical Syndicates (CSMF) denounces the non- payment of the 2014 ROSP and arrears on premiums for 2012 (294.4 million euros) and 2013 (351.9 million euros).
While the generalization of third-party payment was voted in the National Assembly, the first doctors’ union “wonders about the capacity (of the CNAMTS) to implement a payment of third-party payment with an announced deadline of 7 days” .
