Article 8 of this draft law specifies that “on an experimental basis and for a period of six years, reception and risk reduction support centers for drug addicts will set up a space for consumption supervised drug ”.

These shooting rooms are intended for precarious street drug addicts who could consume their own drugs in good hygienic conditions, accompanied by health personnel. They would be reserved for regular users of so-called “hard” drugs (cocaine, heroin and crack). Occasional consumers and minors would not be admitted.
“In this space, users of narcotics and other psychoactive substances, major, who bring and consume these products on site, under the supervision” of health professionals and the medico-social sector, affirms the text. “Supervision is used to warn users against risky practices, to support them and provide them with advice on how to use drugs, in order to prevent or reduce the risk of transmission of infections and other health complications, without professionals participating in the actions of the injection ”recalls the text.
The first shooting room which was to be tested near the Gare du Nord in Paris could not see the light of day after an unfavorable opinion from the Council of State which asked the Government to include the principle of this device in a law.
This new bill must first be presented to the Council of Ministers and then examined by Parliament in September 2015. These rooms will be chosen by order of the Minister of Health.
Faced with the negative opinions of certain institutions, such as theNational Academy of Pharmacy, the Government recalls that “such rooms exist in many European countries and that their results are positive in reducing risky behavior, fatal overdoses, reducing drug use in public and the associated nuisances”.
