Examination of the bill which plans to establish “a long-term system for managing health emergencies” has been postponed until after the current crisis. The text had reacted on the risk of the establishment of a health passport.

Olivier Véran wanted to calm the debate. During his appearance on 8 p.m. on TF1 yesterday, the Minister of Health announced that the bill on the management of the state of health emergency and vaccination will not be debated in Parliament “before emerging from the crisis”. For 24 hours, the opposition has been standing against the bill while the vaccination campaign is due to start this Sunday. One provision in particular has crystallized criticism: the possibility for the Prime Minister to condition access to certain activities and certain places to “administering a vaccine”. Republican MP Pierre-Henri Dumont believes that this text is none other than “the best way to increase defiance against the vaccine”. “In a sneaky way, this text plans not to make vaccination compulsory, but to prevent any social life for people who are not.”, for its part reacted the National Rally in a press release released Tuesday morning.
On the side of the majority, this text is justified by the need to perpetuate the establishment of the state of health emergency. “On March 23, we passed a law that puts in place a state of health emergency to oversee the management of this coronavirus crisis.continued the LREM deputy for Val-de-Marne Guillaume Gouffier-Cha, rapporteur for the bill, to 20 minutes. But this exceptional regime, which did not exist before, was voted for a given and limited period, namely until April 1, 2021. The objective of this new text is to be able to perpetuate certain provisions and to be able to reuse them in five or ten years if new health crises emerge.”
No vaccine to go to the restaurant or take transport
Olivier Véran did not give any details on the date on which this text will be presented again. “The government will not propose this text to Parliament for several months“, he simply clarified. He assured that in any case this text is “not withdrawn” but only postponed, pending more “trust” around the vaccine. He maintains that this text has no “nothing to do with the current health crisis”.
To respond to fears about the vaccination obligation posed by this text, the Minister of Health specifies that the vaccine against Covid-19 will not be required for activities of daily living. “Vaccination against the coronavirus will not be compulsory either to take public transport or to enter a restaurant or obviously to go to work.”
