The Senate is calling for one billion euros in additional savings in the 2015 Social Security budget. He is eyeing the relevance of care and hospital staff.
One billion euros in additional savings in the field of health. This is neither more nor less what the Senate demands after examining the Social Security Financing Bill (PLFSS 2015). “The government for its part is aiming for a billion savings,” said centrist Senator Jean-Marie Vanlerenberghe, general rapporteur of the 2015 PLFSS. “I am saying that we can add a billion additional savings. “
Optimizing care, developing generics
In the eyes of Senator Vanlerenberghe, the Social Security budget in 2015 is “oriented more towards savings in expenditure than on increased revenue. This is what we have been calling for since 2012, ”he added,“ and we hope to amplify the movement. “
The Senate’s proposal primarily targets the health sector, in particular the relevance of care. “There are 30% of unnecessary or redundant procedures in hospital medicine, as in city medicine,” underlines Jean-Marie Vanlerenberghe. Beyond an optimization of care, the senator wishes to play on many tables. He suggests stepping up the fight against fraud, further developing the use of generic drugs – a significant source of savings – and reforming the pricing of hospital emergencies.
Restore the deficiency day for hospital staff
The savings will also be made on the side of hospital staff, if the Senate’s proposal is accepted. It suggests indeed re-establishing the deficiency day in the event of sick leave, and reducing by one day the number of RTT (recovery of working time) performed in the hospital.
The Senate also proposed a gradual transition from the legal retirement age to 64 years – in return for the introduction of the hardship account – and an abolition of the modulation of family allowances according to income. A joint partisan commission (7 senators, 7 deputies) will have to find a common version in the National Assembly and the Senate on November 18. If the disagreement persists, the National Assembly will have the last word.
