Thursday, October 25, the government tabled two amendments to the Social Security financing bill (PLFSS) currently being discussed at first reading in the National Assembly, the newspaper reveals. The echoes. The most striking element: the Minister of Health, Agnès Buzyn, has announced that she wants to make the dematerialization of sick leave compulsory. Today, they are done in a dematerialized way up to 40% only. That said, some progress has been made, in 3 years the figures have increased from 28% to 40%.
Gain speed to increase controls
The purpose of this dematerialization of sick leave? Manage to do as for the care sheets, which are now 98% dematerialized. For a simple reason: to reduce management costs and simplify exchanges. But also, in the context of the stops, to cause home checks more quickly. Whereas today, on shutdowns that are often of short duration, the administration takes too much time to carry out visits.
That said, this measure should not particularly encourage doctors to limit the prescription of sick leave. An attempt by the government had failed last summer: the aim was to make companies pay daily allowances for stops of less than eight days. The amendment had been dropped. The problem for the government? It is very expensive. The latest report from the Social Security Accounts Committee revealed that daily allowances represented 10.3 billion euros in 2017. That is 4.4% more than the year before. Failing to make companies pay, with this amendment the State saves at least the management.
Facilitate access to part-time work
Furthermore, the government has added an amendment to the bill to facilitate access to part-time work. Until then, to access part-time therapy, it was mandatory to first go through full-time sick leave. This would allow doctors to prescribe part-time directly if it is more consistent, provided that the bill is validated.
