The Minister of Health has announced that he is preparing sanctions against hospitals that do not respect the safety rest of interns. For the latter, they must be financial and nothing else.
Since 2002, the medical intern has benefited from a safety rest at the end of each night shift lasting 11 hours immediately following the call. A theoretical obligation since in practice one in five hospitals does not apply this device (more than 70% in surgery). This failure to respect a 2002 decree, denounced by the InterSyndicat National des Internes (ISNI), was revealed in a recent survey of the Conference of General Managers of CHU. And for ISNI the clear observation: “in more than two years, not the slightest improvement for the interns. “
For this reason, the interns were on strike last Monday to protest against the overworking of the hospital. The Minister of Health wanted to calm the conflict with these future doctors. In a press release published a few days ago, Marisol Touraine announced that she was preparing sanctions for any establishment that does not respect the security rest.
What to calm the spirits? Not really, because the chosen device does not satisfy the interns at all.
No financial penalties
Contacted by the editorial staff of why actor, Mickaël Benzaqui, recently elected president of ISNI, confides: “this is an ISNI proposal formulated several months ago. On several occasions, the ministry refused it. Today, we welcome this progress. We simply want the minister to specify the type of sanctions. Because in October, the cabinet of Marisol Touraine had announced the possibility for the deans of the faculties of medicine to withdraw the approvals to the hospital services not respecting the law. “
And Mickaël Benzaqui to add: “We are against it because in subdivisions other than Paris, for the intern to validate his model, there is very often only one validating hospital service. Result, if we withdraw the approval of this only service, behind the intern could no longer find an internship and therefore finish his studies. Once again, it shows that the department is completely out of touch with reality. “
The threat of coming strikes
For its part, the ISNI proposes financial sanctions against health establishments which do not respect the safety rest, “in particular on endowments, in addition, that the establishments receive (MIGAC) ”, Suggests the president of the InterSyndicat.
So, as the ministry’s press release is currently unclear, Mickaël Benzaqui still hopes to be able to convince the authorities. “A meeting on this subject, and others, is scheduled for soon,” he said.
“ If on this point we are not heard, we are considering other strike movements like the one on Monday, ”warns the president of ISNI.
More choice of internships for interns
In the meantime, these trade unionists are satisfied with another government announcement, that of “the establishment (from the next choice of internships) of a minimum mismatch rate of 7% between the number of interns and the number of internships offered. So by next spring, in practice, that means medical interns will have more choices.
“For 100 interns, there will be 107 internship sites,” explains Mickaël Benzaqui. A half-victory, according to him, since he recalls that the ISNI demanded a rate of 15%, “against 0.5% today in the provinces. And sometimes even 0% in some subdivisions. “
“This will still allow interns to better choose their internship location based on educational criteria. Basically if they consider that the course offered to them is not formative, in this case, they will not choose it. It is a first step towards better training. Even if we are still awaiting the release of the text in the coming weeks, ”concludes Mickaël Benzaqui cautiously.
