From December 1, three departments will be experimenting with a temporary driving license associated with an electronic breathalyzer immobilizer.
A decree dated October 30 and published this Tuesday in the Official Journal provides for the setting up of an experiment in Marne (51), North (59) and Drôme (26). As of December 1, the medical driving license boards of these three departments will be able to issue opinions allowing the issuance of temporary licenses to people suffering from alcoholism, if they consider that they no longer constitute an immediate danger to the patient. conduct.
This decision will be taken under two conditions. Future holders will have to install, at their own expense, an electronic breathalyzer immobilizer system. The return of the license will also be subject to the obligation to follow an internship in an establishment specializing in addiction. The State representative in the departments concerned may then, whether or not following the opinion of the medical commission, authorize the candidates to drive for a limited period.
“By implementing this new provision, the government intends to fight effectively against the recidivism of driving under the influence of alcohol, while allowing, in particular with a view to the exercise of a professional activity, driving at some users without risk for others ”, explains the Ministry of the Interior in a press release. To start their vehicle, users must have an alcohol level per liter of exhaled air lower than the legal rate in force, i.e. 0.25 mg / L. A rate lowered to 0.1 mg / L, which corresponds respectively to 0.5 and 0.2 g / L of blood.
Extended to the whole of France in 2019
This measure is intended for future drivers who have lost their license following a positive blood alcohol test, but also for first-time candidates for obtaining it, when they have declared an alcohol use disorder, or if the examiner requests a visit to the medical committee.
This test phase will end on December 31, 2018, and the device could be applied to the entire territory as of January 1, 2019. Each year, more than 80,000 people go to the medical committee out of more than one million applicants for the permit. To drive.
