In accordance with the provisions of the health law adopted at the end of 2015, the methods for issuing the “morning after pill” in middle and high schools by school infirmaries are now simplified. This is the meaning of decree published on May 28 in the OJ, signed by Marisol Touraine, Minister of Health.
Concretely, the condition of “distress” of students requesting emergency contraception, hitherto required by law, is removed. “This decision will make it possible to reduce the time taken to access the morning-after pill and facilitate its use in secondary establishments”, welcomes the ministry in a press release.
This hormonal emergency contraception comes in the form of a single tablet to be taken at any time during the cycle, if possible within twelve hours after risky intercourse (condom that cracked, missed pill, etc.). At the latest, within three days for Norlevo® and Levonorgestrel Biogaran and within five days for Ellaone®, according to health insurance.

The Ministry of Health recalls, moreover, that this measure is in line with the decisions taken by the tenant of avenue Duquesne (Paris) since 2012. The system includes:
The means of contraception which are now free for minors over 15 years old. “The delivery of these in pharmacies is confidential for those who request it. This measure made it possible to facilitate the access of minors to contraception and aims to reduce the number of unwanted pregnancies among young girls ”.
The elimination of advance fees (the part reimbursed by social security) for consultations or biological examinations related to contraception; and emergency contraception is free for female students. Finally, the VAT on condoms has been reduced to 5% (instead of 10%).
All acts related to contraception free of charge
Before the summer, the cost of acts related to contraception for minors over 15 years old will also be covered 100% by health insurance. Thus, in addition to the contraceptives proper (pill, implant, IUD), prescription medical consultations and biological examinations will be free. Their confidentiality will be guaranteed.
“Protecting our youth also means facilitating access to emergency contraception when it comes to sexuality. Each young person must know that the door to the school infirmary is open to him without having to justify himself, ”concludes the Minister of Health.
