The Ministry of Health still refuses to grant midwives the status of hospital practitioner. An end of not receiving for the unions which maintain their strike.
“The health ministry does not know where it is going. He doesn’t know us, he doesn’t want to know us. Invisible, we are. Invisible, he wants us to stay that way. This is the message delivered Tuesday evening on Facebook by the midwives of Onssf (1) at the end of the 2nd interministerial working meeting on the future of the profession. Still angry, these professionals have been asking for two months now, access to the status of hospital practitioner (PH). And this cry of anger is that of an entire profession. As proof, the high rate of strikers in maternity hospitals which is still around 70% across the country. However, despite the strike and the shocking actions, still no positive response from the ministry. For Caroline Raquin, president of the Onssf contacted by why actor, ” It’s the drop of water that makes the vase overflow. “
A demonstration scheduled for December 16
Indeed, at the exit of the 2nd consultation meeting, “without clear and defined objectives on hospital status”, the midwives announced that they would no longer participate in this “masquerade”. In a statement released yesterday, they went on to say: “We will only return to the table to discuss a real medical status for midwives. Let us make sure that the decision does not wait until December 20. »And with midwives, from words to deeds, there is only one step. After their first Parisian show of force in early November, they are already announcing a second demonstration in the capital on December 16.
Listen to Caroline Raquin, president of the Onssf: ” Yesterday, I called the ministry to let them know that the midwifery collective wanted to stop these working groups. They have no interest! “
Moreover, since the start of their movement, midwives have reminded us that they are playing the game of dialogue and appeasement. Despite the 90% of midwives on strike at the Kremlin-Bicêtre hospital (94) or even 100% at the Louis-Mourier hospital in Colombes, where Caroline Raquin works, these professionals continue to respect the many assignments imposed by hospital directors.
Thanks to this good will, the disturbances in the marternities are not very important. Except perhaps in a few establishments where midwives are on a hard strike. In this case, they are only assigned to minimum emergency service. In these establishments, midwives are now only present in the delivery room. In all the other services, consultations, pathological pregnancies, after-births, there is no longer any of these professionals available.
“Contempt and humiliation continue “
However, these midwives have found other, perhaps more effective, ways to make their voices heard. Among the pressure tactics used, that of denouncing the organized fraud system for billing deliveries. For a long time, during a childbirth without complications, midwives have coded this act with a code identified as “doctor”. This compulsory coding authorizes the Health Insurance to reimburse the act to the hospital. But since their strike movement, midwives no longer code any childbirth. And obviously, these losses of money are starting to affect hospitals. Often the result of conflicts with school leaders. Faced with this casualness, the latter, according to Caroline Raquin, “threaten midwives in certain hospitals with sanctions. “No big deal,” she adds. “Contempt, humiliation continues. It is up to us to remind the ministry of what midwives are. Again, and again if necessary, proclaim it! », She concludes.
Listen to Caroline Raquin, president of the Onssf: ” The difficulty today is not coding the activity. And there is a real net financial loss. For more than a week, hospital directors have been putting pressure on midwives… “
