“The Doctors … are informing you of their new rates.” From now on, they will no longer consult at the conventional rate (23 euros) outside the following hours: Monday to Friday, 9 am to 5 pm, including Saturdays ”, ie the hours of civil servants.
This is the surprising message discovered by the patients of a practice of six general practitioners in Lanester (Morbihan) in the waiting room. The initiative started six months ago aims to protest against the consultation price blocked at 23 euros for general practitioners since 2011.
Contacted by Why actor, Dr Ivane Audo, general practitioner in Lanester, says: “we are really overwhelmed by the price of the consultation at 23 euros which will never change. For this reason, outside of public service hours, an exceptional overrun is applied. (DE) fees not reimbursed by the compulsory scheme funds, but reimbursed by most mutuals, ”she adds.
In the end, this makes consultations at variable prices (from 26 to 33 euros) to avoid being prosecuted (by Health Insurance) for unlawful agreement on a specific price. These doctors claim to adapt their prices according to the social situation of the patients.

In addition, they also apply these ED for all long consultations, or those with multiple reasons, leaving the patient the choice to pay for everything on the same day or at each consultation. New schedules posted on the site from Ameli, specifies Ivane Audo.
A movement that is gaining momentum
On the mobilization side, these doctors from the Lorient basin have formed a Collective for the Organization and Defense of the Health Territory (CODTS) which has 112 members. And according to Ivane Audo, the initiative launched is gaining momentum. According to surveys carried out by email, she estimates that around 40% of this CODTS have already gone to the 35-hour week, “especially young practitioners”, she underlines.
“With the third party payment and other measures, our supervisors wanted to make us official, and well we will show them what it is,” she insists.
Despite this determination, it should still be noted that with this type of practice, doctors are exposed to prosecution by the Caisse Primaire d’Assurance Maladie (CPAM). They can result in failure to cover the practitioner’s social contributions.
The rate increase will be at the center of negotiations scheduled for spring 2016 between liberal doctors and Health Insurance for the next medical agreement. Marisol Touraine, Minister of Health, said he was in favor of an increase in medical prices. “I have already had the opportunity to say it: this (medical) agreement will lead to a price increase, the framework of which remains to be defined”. This is the commitment she made last Thursday, during her vows to the press.
