A report concerning a mail distribution platform in Villeneuve-d’Ascq (North) looked into the circumstances surrounding the cardiovascular accident of a young employee, which occurred a year and a half ago. The document, dated September 2017, comes from an expertise firm and was revealed by AFP. He points to serious dysfunctions.
One morning in February 2016, Emeline B., a CDD employee, complained of pain and called her employers to be exempt from work. Her hierarchy demands that she go to the platform anyway. During the day, his condition deteriorates but his superiors force him to stay at his post and complete his tasks, before finally agreeing to call the fire department.
“Permanent pressure”
25-year-old Emeline actually has a stroke. The CHSCT (Health, Safety and Working Conditions Committee) tries to investigate with the management, in vain. He mandates a consulting firm, whose conclusions are concise. “The failure to take into account the seriousness of this situation is linked to an organization built on unstable rules and the urgency of the vagaries which permanently immerses the agents in uncertainty”, writes the Cabinet Catéis.
In this platform which employs 101 employees and processes mail destined for part of the Lille metropolitan area, there is “a very degraded and deleterious relationship climate where judgment and mistrust” predominate. The cabinet puts forward a “permanent pressure to produce at all costs despite the vagaries and without additional means, pushing the agents to their last entrenchments in terms of health”.
“Persecution”
Catéis also points to “managerial practices experienced by agents as a form of persecution”: repeated summons, obligation to remain silent at work … “These procedures tend to place the flaws of the organization on agents”, underlines the firm. , which evokes a method “harmful for the mental balance of the agents who end up doubting their competence”.
The report also describes the pressures suffered by two members of the CHSCT, such as repeated disciplinary procedures. They “have run on (one of them) a major risk of taking action” (suicide), denounces the report.
The North direction of La Poste declared that “since the facts, a new director of the platform has been appointed and has worked with the secretary of the CHSCT on subjects relating to health and safety at work”, further indicates the AFP.
Emeline B.’s complaint was dismissed by the Lille prosecutor’s office, according to her lawyer, who announced her intention to file a new complaint with the constitution of civil party. The health insurance has also not retained for the stroke the qualification of accident at work.
