While consumers will be able to change their complementary health at any time from December 1, the UFC-Que Choisir denounced Monday “the opacity of the sector concerning the rate of redistribution to policyholders”, warning five organizations to respect the ‘information obligation.
Redistribution rate: what is it?
Since September 1 and thanks to the work of the Consumers Association, insurance organizations have the obligation to publish their redistribution rate. The redistribution rate corresponds to the ratio between the amount of benefits paid and the amount of contributions collected by the insurer. According to UFC, this is a ” essential and mandatory compass to compare market offers “. However, three months after the entry into force, the UFC-Que Choisir denounces the opacity of the redistribution to the insured by revealing ” Complements are far from all playing the game of transparency “.
Analysis of the 29 most important organizations on the market
To arrive at this observation, the UFC-Que Choisir carried out a study of the practices of the 29 most important organizations on the market. First observation: five of them do not comply with the regulations by indicating nowhere in their estimates the rate of redistribution. The consumers ‘association also took issue with the organizations’ lack of clarity. According to them, ” in 21% of cases, the ratios were written in microscopic font, and particularly concealed. In addition to displaying very variable lengths, each quote contains its own presentation of ratios, de facto making comparisons difficult. “
76.2% of contributions go to the insured
According to the analysis carried out by the UFC-Que Choisir, 76.2% of contributions on average go to policyholders, mainly due to management costs still so heavy. Taking into account the contributions and taxes paid by the insured, the association estimates the average return to the insured at 67.3%. However, ” however, this average redistribution rate masks very strong disparities, which are particularly instructive ” as stated by the Consumers Association. What she adds “While six organizations studied exceed the 80% redistribution, nearly half of the sample does not even return 75% of contributions to policyholders, including three additional ones who have a redistribution rate of less than 70% “.
Five organizations put on formal notice
This is why and on the basis of its analysis, UFC-Que Choisir is giving notice to five complementary organizations to comply with the decree of May 6, 2020, indicating the redistribution and management expense ratios on all quotes or proposals given to potential future policyholders. At the same time, it calls for more controls and sanctions from the Seizes the Prudential Control Authority (ACPR) and asks the Minister of Health to impose a publication of the redistribution rate on the website of each complementary body. . Finally, the association provides free access to its independent comparator of complementary health insurance until December 7.
