Agnès Buzyn wants professionals and citizens to work on the 2017 national health strategy.
The Minister of Health, Agnès Buzyn, on Monday launched a major consultation to build “the national health strategy” (SNS). This “will set a course and help us to better manage the major projects in the field of health”, she declared.
This development and consultation work will last throughout the fall. “I chose a 3-act method with the aim of adopting the SNS at the end of December,” she added. An implementing decree should be published before December 31, 2017.
A contrasting state of health
The first act consisted in making a diagnosis. The High Council for Public Health (HCSP) was thus referred. “This report provides a diagnosis of the strengths and weaknesses of the state of health of the French,” Agnès Buzyn told an audience of journalists. It describes what is going well, such as the level of our life expectancy or the high level of competence of our professionals, but also the challenges that we must meet such as the increase in chronic diseases, premature mortality or the rise of inequalities. social and territorial ”.

Faced with this observation, the HCSP recalled that health should be an objective of all policies. “Health is not the sole responsibility of the Ministry of Health, it concerns us all. This is the whole point of the national health strategy which mobilizes the whole government, ”explained the minister, adding that she had already asked her colleagues, in particular the Minister of National Education, from the Work but also that of the ecological and inclusive transition.
On the basis of this report, the Minister identified 4 priority themes (prevention, the fight against social and territorial inequalities in access to health, the relevance of care and innovation). These 4 priorities will be discussed from next week and until mid-October with all health stakeholders, elected officials and users.
The Minister wants to reflect in particular on the place of hospitals and ambulatory care and wishes to change the pricing methods for professionals, but also to better identify innovations “with high potential” to support them.

At the end of these meetings, a first project will be proposed for consultation in November. Citizens will be able to participate via a dedicated website. The new version of the strategy will then be debated in December at an interministerial health committee before being formalized by the publication of a decree.
The strategy will then be implemented in the territory via regional health projects. “The priorities of the SNS will find there a concrete application adapted to each characteristics of the territories”, declared the Minister.
