It was the Prime Minister, Jean Castex, who approached the Scientific Council to obtain its opinion on the health pass. The latter made it public this Tuesday, May 4.
“Used on a temporary and exceptional basis”
The health pass could come into force at the beginning of June 2021, as the press release reminds us. It would intervene in correlation with the next stages of deconfinement, during the reduction of the braking measures or the reopening of terraces or certain establishments. The Scientific Council also explains that it does not have the attributes to comment on the technical, practical and ethical aspects. On the other hand, the authority believes that the health pass can have a role to play in resuming life before. Indeed, the Council considers that the health pass ” used on a temporary and exceptional basis, can allow the population a form of return to normal life by minimizing the risks of contamination by the SARS-CoV-2 virus “. However, it is essential that personal data is protected.
Health pass, how to use it?
The health pass would be useful especially for large gatherings, such as going to a concert or an event outdoors or indoors, involving more than 1,000 people. It will be presented in paper or digital format, thanks to the mobile application, and will be called ” AllAntiCovid Notebook “. The Scientific Council is rather in favor of the health pass, the use of which would be limited ” only to events bringing together a large number of people “. For him, the document should not be used for acts of everyday life, such as going to work or eating out. It would then become a new modality of health protocol while controlling the risks: “ the use of the sanitary pass can encourage the resumption of certain activities, in particular the organization of gatherings, in conditions favoring a reduction of the risk of contamination “. In other words, hygiene measures and other protocols must also be observed, such as wearing a mask or ventilating the premises.
