The PLFSS arrives in front of the National Assembly. Some measures announced by François Hollande on the occasion of the 70 years of Social Security are eagerly awaited, such as the vital card for life.
The eagerly awaited bill on the financing of Social Security (PLFSS 2016) arrives this Tuesday at the assembly. Among the measures which should provoke the most important debates, the project of “vital card for life” announced by President François Hollande during his speech on the 70th anniversary of social security.
Lifetime vital card
With the PLFSS 2016, the government wishes to improve access to healthcare. For François Hollande, the creation of this vital card is the guarantee of “universal health protection”.
The system would allow policyholders to no longer have to fill out a multitude of papers in the event of a change of status. It will suffice to live on French territory for at least six months to benefit from social cover.
The measure also benefits married women and men who do not work and are now affiliated with their spouse’s Social Security. In the event of divorce, they will retain their personal rights and will no longer need to fill out a form to benefit from universal health coverage.
Limit expenses
However, controlling spending is also at the heart of the 2016 PLFSS, while the Social Security deficit still stands at 13 billion euros this year. Presented at the end of September by Marisol Touraine, the project notably sets an objective of limiting the increase in health insurance spending to 1.75% (compared to 2% in 2015).
The priority areas for reducing expenditure relate to “unnecessary or redundant procedures” such as pre-anesthetic and biological examinations and the use of medical transport, but also on the development of generic drugs and outpatient surgery.
