The Health Insurance Fund proposes to promote generic drugs, to promote outpatient surgery and to limit medical transport.
In 2018, we will have to tighten our belts. In its latest report unveiled this Thursday, June 29, the Court of Auditors warned that health spending would swell by 900 million euros next year. The wise men of rue Cambon cite in particular the new medical agreement or the upgrading of careers in the hospital public service to explain this increase.
So to stay in the nails, the authors of the report calculate that 4 billion savings will have to be made. The Minister of Health, Agnès Buzyn, will present in September the various measures to achieve this objective during the discussion in Parliament on the Social Security financing law (PLFSS) for 2018.
The proposals just formulated by the National Health Insurance Fund (CNAM) will fuel the debate. In its provisional report “Charges and income”, its director, Nicolas Revel, foresees 1.94 billion euros in savings, or 300 million more than last year.
Ambulatory shift
Unsurprisingly, the biggest lever is the ambulatory shift. By encouraging health establishments to perform procedures without hospitalization, social security hopes to save 470 million euros in 2018. The Cnam wishes to promote the return home as soon as hospitalization is no longer necessary for patients with heart failure or women who have just given birth under the Prado program.
Still in health establishments, experimentation with a new package for hip prostheses is being considered, reveals the Parisian. Patients benefiting from this operation are often rehospitalized for complications or fractures, which weighs heavily on social security accounts.
Taking the example of Sweden, it wants to pay better for surgery or physiotherapy “to encourage better practices and avoid re-hospitalization of patients”, explains the daily. If there is a return to the hospital, the professionals would not be paid by health insurance.
Promote generics
The promotion of generics should also experience a new boost next year. 150 million euros can be saved thanks to these drugs cheaper than the originals. Controlling prescriptions and care in town and in hospitals is also an important item: 750 million euros.
Doctors who prescribe too many sick leaves are called to order. Objective, 100 million euros in savings.
For its part, the hospital will be asked to make less use of ambulances. To transport patients, taxis and public transport would be an alternative of choice, according to Cnam, which hopes to reduce this envelope by 160 million euros.
Finally, the hunt for fraudsters, whether patients or healthcare professionals, should continue. Nicolas Revel has set a target of 210 million euros.
