Strictly speaking, what you look at when you are sitting in front of the PC is not the operating system but the user interface that surrounds it like a shell. All kinds of components can be added to such a shell (in English ‘shell’) in the form of so-called Shell Extensions. This is done by Microsoft itself in the form of, for example, Windows and Office components, but also by third parties, for example in the form of additions to the context menu in Explorer. ShellExView tells you which extensions are active and lets you (carefully!) disable them in case of problems.
