Tuesday, February 11, on the occasion of the National Disability Conference (CNH), Emmanuel Macron announced a series of measures so that people with disabilities have “a life like the others and among others”.
“One of the priorities of the five-year term”, announced Emmanuel Macron in 2017 when talking about the situation of disability. Three years later, the President of the Republic announced the measures which should enable the 12 million people with disabilities to become “full citizens”.
No more school and family isolation
Among the flood of announcements, one of the priorities announced is the education of people with disabilities so that “no more children” be without a schooling solution at the next school year, wished the Head of State. For this, the executive announced the creation of 11,500 additional support positions by 2022, in addition to the 66,000 planned for the end of the year. In addition, the government wants to promote apprenticeship for young people with disabilities who represent only 1% of apprentices. The objective, by the end of 2021, is to have 10,000 disabled apprentices, against only 4,000 currently.
The second major priority on which the Head of State insisted concerns the fight against the isolation of families. A unique number, 360, will be created on 1er January 2021. The stated objective of Emmanuel Macron is that no “child as adult, is not left alone in the search for its solution”. This number will allow you to reach “four hundred support communities that will coordinate to find solutions” and which will be created by 2022.
“Allow everyone to live a dignified life, a free life”
The third priority announced by the Head of State is the guarantee to “right to be a parent” for people with disabilities. Financial assistance will be available to assist them in the daily tasks of caring for a child. A goal that falls within the announced goal of “allow everyone to live a dignified life, a free life”. In this line, the government, upstream of the announcements of the President of the Republic and through the intermediary of the Secretary of State in charge of the handicap, Sophie Cluzel, sent a letter to the National Ethics Committee for “accompany (the) intimate, affective and sexual life” people with disabilities.
Another major measure announced yesterday, the opening of a thousand additional places within two years in specialized structures, to try to stem the phenomenon of forced departures to establishments in Belgium. An exile that is “not decent for a nation like ours”hammered Emmanuel Macron, who wants there to be no more, “by the end of 2021, no forced departure of disabled people abroad”. In addition, 2,500 places will be created in establishments for people with disabilities who wish to enter the open environment, while retaining the possibility of returning to their original establishment.
The Departmental Houses for People with Disabilities (MDPH) will receive 50 million euros over two years to better help and support families in need. The objective is to unclog the queues and reduce the very significant differences in lead times from one department to another.
