Marisol Touraine received the arbitration proposal from Bertrand Fragonard, honorary chamber president at the Court of Auditors, relating to conventional negotiations between representatives of dental surgeons and Health Insurance.
The Minister of Health will approve this arbitration, thus implementing the new tariffs and ceilings relating to dental care. “Measures to develop prevention and reduce the burden on patients”, says the ministry in a press release.

Cap on prosthesis prices
A progressive cap on prices for prostheses will thus be introduced over 4 years. For example, the new maximum price cap for the ceramic-metal crown will be set at 550 euros in 2018 and will decrease to 510 euros from 2020.
At the same time, the reimbursement base for crowns, the most common prosthetic procedures, will increase from 107.5 euros to 120 euros in 2019.

The prices charged on prostheses for the 5.52 million patients benefiting from the CMU-C are already capped and cannot be exceeded. These ceilings are therefore revalued. For the metal crown, the ceiling goes from 230 euros to 250 euros, and full support is extended to additional acts.
In addition to the arbitration rules, an order will apply these ceilings to patients benefiting from theACS, for which the rates were free. They will now benefit from the tariff guarantees applicable to the CMU-C, strengthening access to care for the 1.12 million French people covered under the ACS.
Improvement of prevention and routine care
Finally, to strengthen prevention, conservative care will be gradually upgraded. For the restoration of a tooth on a type of decay, a dental surgeon received 41 euros in 2016.
The same act will now bring him 67 euros in 2018. “This measure represents an investment of 658 million euros in 4 years”, underlines the ministry.
Targeted care is progressing
In addition to the arbitration rules, a decree provides for the creation of follow-up oral examinations for young people aged 21 and 24, covered at 100%.
And in order to encourage dentists to carry out longer and more complex consultations for patients with severe mental and / or psychic disabilities, the sessions will be revalued by 60 euros (or 90 euros if using a sedation technique).
For diabetic patients, the arbitration rules create a periodontal assessment session (35 euros) to detect pathologies of the gum and bone, as well as support for treatments (up to 390 euros).
A declaration of war for dentists
“This plan which allows the reduction of the remainder to load for the French offers in parallel the revaluation of the acts for the dental surgeons”, supports Marisol Touraine. It amounts, according to her, to 273 million euros, an average gain of 7,600 euros in additional fees per liberal dentist by 2021.
But for these health professionals, these new prices are a “declaration of war”. They regret that the provisions contained in the arbitral rules be below the latest Health Insurance proposals that they had already rejected …
More precisely, they believe that certain proposed tariff levels will be “economically untenable”. Catherine Mojaïsky, president of the National Confederation of Dental Trade Unions (CNSD), the first union of all the liberal professions (1), indicated Friday that it will fight in court this arbitral regulation as soon as it is promulgated.
