Set up “a standard quality offer” to improve French access to optical care. The Rassemblement des opticiens français (ROF), a union that represents 75% of the profession, presented Friday, February 9 its proposals for fully reimbursed offers to achieve “zero remaining charge”, Emmanuel Macron’s campaign promise.
It is then a question of distinguishing two categories of French, according to “their level of coverage” by a complementary health. In France, 7.5 million people are “poorly covered”. An offer starting at 100 euros for “simple” glasses and 200 for “complex” glasses is then “possible for these people. Others could benefit from a” personalized “offer, up to their guarantees.
The union wants a reduction in VAT
These offers will have to be “available in all optical stores” and “without condition”, adds the union which opposes the networks of care set up by mutuals which offer better reimbursements of the equipment sold in their partner shops.
It will also be necessary “to engage in a generalized third party payment” to avoid the advance of expenses, explains to AFP the president of the ROF, André Balbi. He specifies that he does not want “any remaining dependent costs suffered or the waiver of treatment”. With this device, “those who will have the rest to charge will have chosen it”, he continues affirming that this does not require “any new resource for the complementary ones” and therefore will not lead to an increase in prices.
But the ROF also calls on the government to make an effort on a long-standing demand: the lowering of VAT on medical glasses from 20% to 5.5%.
