A doctor shortage which threatens. While by 2020, 30% of hospital doctors should retire, the government draws its strategy to anticipate the problem.
Monday, November 2, the Minister of Health unveiled a plan of twelve measures intended to reconcile young doctors with the public hospital. And at the same time allow savings to breathe by limiting the use of temporary workers, which suffocates the budgets of public establishments.
To attract 3,000 young doctors by 2018, Marisol Touraine is waving the financial “carrot”: she promises several incentive bonuses. For example, a “commitment” bonus estimated at several months’ salary will be distributed to those who agree to work in under-dense areas or specialties in tension where hospitals are struggling to recruit. This bonus will be accompanied by a “career acceleration” after five years of practice, according to the minister.
A territorial exercise bonus should also be offered to doctors who agree to work in several establishments, in order to encourage mobility.
250 million euros
Other benefits are announced in this plan of seduction of young white coats. In particular, maternity and sick leave should be better harmonized in order to reduce inequalities between the different statuses.
This vast program has a cost: it is estimated at 250 million euros, collected in part thanks to the savings made on the slightest use of temporary workers. One unknown remains: will young doctors be receptive to this outstretched hand?
