Half of the staff of the Poitiers CRS company were absent on Friday citing health reasons. They were to go to Dordogne for an exercise.
Strengthening the Vigipirate plan decided after the January attacks in Paris against Charlie Hebdo and Hyper Cacher got the better of the police. The Republican Security Companies (CRS) are simply “ exhausted ”.
Proof of this is with the Poitiers CRS company in which, when they took office on Friday morning, 61 of the 130 police officers were not present due to sick leaves ranging from 2 to 15 days, told a correspondent of the ‘Agence France Presse (AFP) the regional secretary of the Alliance union for the CRS of the South-West zone, Gérard Chamalbide.
To understand, this trade unionist explained that “Poitiers is one of the companies which have toured the most in France lately ”. Its agents total no less than 109 travel days throughout France.
Physical and nervous fatigue
“There is a proven state of physical and nervous fatigue. Like many CRS companies in France, there is over-employment. There is poor management of employment by the Central Directorate of CRS, a bad distribution, a bad choice of places ”, testifies Mr. Chamalbide.
He adds: “You also have to manage family life (…), the imperative of training objectives, and after that you leave on the move”, underlining in conclusion “the wear and tear of equipment and the wear and tear of men” . The exercise planned in Dordogne on Friday with CRS Toulouse has therefore been canceled.
An insufficient revaluation of the IJAT
In an attempt to appease the fed up with this unprecedented mobilization since January, the government and the police unions signed a memorandum of understanding on June 13 on compensation for mobile forces. Under this agreement, the rate of the Daily Temporary Absence Indemnity (IJAT) premium granted to CRS during their travels, unchanged since 2002 (30 euros), will be increased to 33 euros on July 1 (against 32 euros on departure), then at 35 and 39 euros on January 1 of 2016 and 2017.
Alliance, the first union among peacekeepers but a minority among the CRS, denounced this agreement, qualifying it as “a real provocation for the CRS”. Many times, in recent months, the workforce of CRS companies have thus collectively taken sick leave, in order to express their discontent against the effects of the Vigipirate plan and to demand a revaluation of the IJAT.
