The Mutuelle des Étudiants (LMDE) is struggling to take care of the health coverage of its 920,000 young members. The Health Insurance will cover from October 2015 the members of this mutual student placed under judicial safeguard last February. The promise made to students ? Quick refunds!
LMDE, a maligned mutual
LMDE is one of eleven student mutuals present in France. Their role ? They act as mutual insurance companies but also manage the social security of students. After the studies, it is through them that members register with Social Security and have access to basic reimbursement. The latter can then subscribe to complementary health insurance.
Created in 2000 from the ashes of the Mutuelle Nationale des Etudiants de France (MNEF), liquidated the same year after numerous excesses, LMDE has accumulated in 15 years a catastrophic management, a spectacular debt (35 million euros) and dysfunctions regularly denounced by the Court of Auditors. Hence a transfer of its missions to Social Security.
What will the new organization for students consist of?
The health insurance is committed to a registration procedure for students without breach of rights and to reimburse treatment in less than 7 days with the Vitale card.
It will guarantee access to the account “Ameli” on the internet and mobile application, answers by email in less than 48 hours, a telephone number dedicated to LMDE affiliates, 2,100 reception points, national management to facilitate student mobility and the rapid ordering of a European card for those who travel.
The National Health Insurance Fund (Cnam) will also set up a conciliation unit to try to resolve LMDE disputes, including claims prior to October 1, 2015.
What future for LMDE?
LMDE, for its part, will only deal with its complementary health offer, which is itself for sale.
While waiting for a buyer, LMDE will focus on two missions: canvassing new members on university campuses and taking care of their registration, as well as carrying out preventive actions (sexually transmitted infectionsaddictions…).
