For the Minister of Health, modernizing working time at the hospital does not call into question the 35 hours. However, the agents of the hospitals of Paris will be on strike this Thursday.
“I want to solemnly recall that the government is attached to the 35 hours, in the hospital as elsewhere. There is no question of calling into question their regulatory framework ”, is the declaration this Tuesday morning of Marisol Touraine, Minister of Health, on the occasion of the opening of the Salons Santé Autonomie in Paris.
This intervention takes place in a tense context in the hospital where a massive strike is announced in public health establishments in the Ile-de-France region. “Rest preserved, quality of care assured”, this is indeed the watchword of the mobilization day of Thursday, May 21 decreed by all the representative unions (CGT, SUD, CFDT and FO) of Public Assistance – Paris hospitals (AP-HP).
In question, the reform of the 35 hours decided by Martin Hirsch, general manager of the AP-HP, which will therefore rearrange the working time of the 75,000 agents (excluding doctors) to achieve savings. But according to the USAP-CGT (1) for example, the father of the RSA would blackmail the agents: “In order not to lose 4,000 jobs at the AP-HP, he wants to question the 35-hour protocols and remove RTT, ”writes the union. Allegations which challenges the main interested party.
A bill that threatens the hospital
In an interview with the Journal du dimanche (JDD), the boss of the AP-HP recalled that “the hospital has gone to 35 hours without changing its organization. We kept the same hours, telling ourselves that we would see well … It took ten years, it no longer holds. Suddenly, we treat the problems with fifteen years of delay and accumulated resentment. RTTs are needed, and the proposals that we will put on the table maintain RTTs. I don’t want a hospital without RTT, ”he insisted.
Currently, two-thirds of staff in Paris hospitals (excluding doctors) work at least 38 hours per week. To do 35 hours on average over the year, they must take days of RTT.
To achieve this, they benefit from an agreement which allows those working 7:50 a.m. daily, for example, to have 24 days of leave in addition to the holidays to which specific days can be added (“mother of a family”, “medal” seniority…). All this while the organization and the lack of substitute staff prevent them anyway from taking all these leaves. In the end, agents may be called home to deal with staff shortages. They must therefore postpone their RTT that accumulate in time savings accounts. Another option for agents: request the financial settlement of their RTT, which poses a significant risk to the finances of the hospital, a potential bill of 100 million euros, according to the JDD.
