If the majority of French people (66%) are in favor of the generalization of third-party payment, the majority of doctors (95%) are rather opposed to this new announcement from the Ministry of Health, according to a survey carried out by Opinion Ways for the union liberal doctors (SML).
The Minister of Health Marisol Touraine announced in February 2014, the generalization of third-party payment for all patients by 2017. A first step will be taken this year in order to offer the waiver of advance fees to beneficiaries of complementary health assistance (ACS). “The generalization of third-party payment is a fundamental reform which will contribute to better access to care, in particular for the too many households for which the advance of costs constitutes a brake” recalled the Minister in a press release.
At the time, the Confederation of French Medical Unions (CSMF) reacted negatively to the publication of the IGAS report and to the press release from the Ministry of Health. If the CSMF affirmed that it remained “in favor of the social third party payment for patients in precarious situations, it was opposed to the generalization of a gas plant which will be at the expense of doctors because it is technically impracticable. “
It would seem that liberal doctors are taking the same position against this general fee waiver.
Indeed, 95% of the doctors questioned think that the expansion of third-party payment is not a viable and interesting project for improving access to care.
” The third-party payment will probably promote overconsumption of medical care without improving access to care for those who need it, ”explains the SML.
Liberal physicians unfavorable to the principle of the attending physician
The attending physician’s system should be extended to those under 16, yet the majority of French people (73)% say that it should be made more flexible and only 42% of physicians surveyed think that this principle has improved the medical monitoring of patients. patients. 78% of them even declare that “the installation of the attending physician is a constraint for the consultation of certain specialists”.
The survey was carried out online from August 21 to September 2 with a sample of 1,068 people and 1,330 liberal doctors.
