Travel, catering, daily life or leisure: small summary of the rules of phase 2 of the deconfinement.
At the start of June, the deconfinement map of France comes in two colors. In the green zone, the epidemic circulation is considered “weak” and concerns almost the entire territory; in the orange zone, the epidemic remains under “increased vigilance” and impacts Île-de-France, Mayotte and Guyana. A brief overview of what is legal or prohibited.
Social life
Despite mild weather, gatherings of more than 10 people remain prohibited throughout the territory. While this rule may change depending on the evolution of the pandemic, gatherings of more than 5,000 people are prohibited until August 31. As a result, there will be no summer camps in June.
If the natural spaces are accessible again, the prefects can – on their own initiative or at the request of the mayors – impose the wearing of a mask in parks, gardens, beaches, lakes or nautical centers.
Wedding ceremonies, places of worship, cemeteries and libraries/media libraries are accessible without restriction everywhere. On the other hand, leisure parks, museums, monuments, zoos and theaters can only open in the green zone with the wearing of a mask compulsory. Multipurpose rooms can open in the green zone with a mandatory mask if an organizer is clearly identified. Casinos outside the orange zone can once again accommodate masked players only on slot machines. As for conservatories, they can open anywhere in France “for individual and small group practice“and the mask is mandatory”except during the exercise of the artistic activity“As for cinemas, games rooms and nightclubs, they keep their doors closed.
Displacements
Freedom… sometimes masked. If it is now possible to travel beyond 100 km around your home, wearing a mask depends on the means of transport. In the public space, it can be imposed by the prefect. On the other hand, it is compulsory in public transport, including in planes and taxis/VTC where the number of passengers is limited.
The use of public transport during peak hours is reserved throughout the territory for home-work, school and medical journeys. On the RATP network, the employer’s certificate or the self-certification remain valid between 6:30 a.m.-9:30 a.m. and 4:00 p.m.-7:00 p.m.
Travel between mainland France and overseas territories is limited to “compelling family and professional reasons“.
Shops
Commercial establishments are accessible provided that staff and customers wear a mask if the distancing measures cannot be respected. The various activities must follow the health guides established by the Ministry of Labor. The merchant can make it de facto compulsory to wear a mask in his shop. Regarding shopping centers of more than 70,000 m² in the orange zone and all open-air markets, the prefects can close them.
All hotels can open throughout the territory. For restaurants, cafes and bars, they open in the green zone and can only serve on the terrace in the orange zone. All customers must consume seated and wear masks while on the move. Tables are limited to 10 people and separated from each other by 1m.
Schools
At national level, nurseries can accommodate groups of up to 10 children and wearing a mask is compulsory for staff. In kindergarten, volunteering takes precedence, classes are limited to 10 schoolchildren and the wearing of a mask “is mandatory for staff in case of symptoms” assures the executive. In elementary school, the same rules apply as in kindergarten but the classes are limited to 15, the town halls which are responsible for these schools can restrict this number. In college, wearing a mask becomes compulsory for the government for both college students and teachers.Always on a voluntary basis, classes are limited to 15. In the green zone, all levels can be accommodated, while in the orange zone efforts are concentrated with pupils from 6th and 5th.
As far as high schools are concerned, wearing a mask is compulsory. In the green zone, all high schools must organize a progressive reception at least “on one of the levels“and all students must pass individual educational interviews. In the orange zone, vocational high schools must welcome students to ensure professional certifications. No resumption of face-to-face lessons for other vocational, technological or general high school students, all must have individual interviews.
Sports
Individual sports can resume anywhere in France. On the other hand, all sports premises – swimming pools, gymnasiums, sports halls etc. – remain closed in the orange zone. In the green zone, gymnasiums and swimming pools are open again, the use of masks becomes compulsory in sports halls except during practice and stadiums, arenas and racetracks cannot accommodate the public. Team and contact sports are prohibited throughout the territory.
