During the presentation of the “My Health 2022” plan in September 2018, the President of the Republic Emmanuel Macron announced the complete renovation of health studies, in particular through the abolition of the numerus clausus and the First common year (PACES) from the start of the 2020 school year. Professor of medicine Jean-Paul Saint-André and his team have thus been asked to present proposals to replace the existing system. Solutions submitted to the government and published this Tuesday, December 18, which notably advance the creation of a “health portal”.
First year of health or undergraduate studies
Through this new portal, final year students would have access via Parcoursup to a first year of health studies, non-selective at the entrance. More general than the current one, this first year would present “specific lessons of the different sectors” such as medicine, maieutics, odontology or pharmacy and “specific lessons preparing for further studies in other undergraduate courses”. The selection would thus take place at the end of this year, to integrate the general education diploma (DFG2) of the chosen sector. No repetition would be possible. Nevertheless, the candidate will be able to continue towards a second year of license, and try again after this one or a third year of license.
Students who are hesitant and do not wish to register directly on this “health portal” will be able after high school to choose a first year of license, which can integrate a “minor health”. After a second or third year of a bachelor’s degree, a master’s degree or even professional experience in the field, they would also have the possibility of joining a health course. To do this, they will have to fulfill various conditions and pass an exam to join the DFG2.
A new device by September 2020
The authors of the report note that the “health portal” is only one of the access routes to health studies, for “less than 60% of places”. The other students will thus be able to come from a variety of backgrounds. Moreover, the contents of the first year being more diversified, they would prepare for further studies in various fields.
The proposals are now in the hands of the Ministers of Higher Education Frédérique Vidal and Health Agnès Buzin. “The first measures will be announced at the beginning of 2019, with the legislative and regulatory variations, the configuration of Parcoursup from November 2019, for a first entry into the new system in September 2020, says the government on his site. The health bill, which will be presented to Parliament in the first half of 2019, will provide for the legislative measures necessary to abolish the numerus clausus and the PACES. »
