Primary funds closely monitor the prescriptions of doctors’ work stoppages. A union of practitioners has published the list of the most careful.
The conflicts between the primary health insurance funds (CPAM) and the liberal doctors are not over. Many CPAMs continue to “bombard” physicians with phone calls and simple or registered letters about their per diem prescription statistics (DAI). This is the observation of the Federation of Doctors of France (FMF), the second union of liberal doctors.
The organization specifies that other CPAMs are looking into excess fees (DE) for doctors. Finally, she writes that “some innovate by refusing to send the printed matter forcing doctors to come and collect them in the commissaries!” “In short, so many situations experienced as” harassment “by overworked doctors and close to burn-out”, she worries.
The five nominees are …
Also, the legal unit of the FMF decided to react by creating the “TOP 50” of CPAM most vindictive towards doctors. At the start of 2017, the following CPAMs are nominated (in alphabetical order): Essonne, Eure-et-Loire, Hérault, Moselle, Paris. The “harassment felt” by these professionals is, on the one hand, linked to the writing and the terms used, and on the other hand, to the repetition of the letters. According to Dr Garrigou-Grandchamp, doctors received 4-5 in the space of 18 months (some of which recommended), to which are added several phone calls (3-4 in the same period of time) .
In these letters, the respons
The FMF recalls that this way of doing things has already been condemned by the courts of social security affairs (TASS) of Nîmes and Montpellier in 2016. It adds that these decisions are consistent with the legislator who had planned to specify in the text “with comparable activity” (1). To denounce the inconsistency of the system, medical unions often indicate that these figures do not take into account, for example, the rate of patients with serious pathologies (ALD) or the percentage of patients of working age (for JI).
All letters to doctors will be published
And for the FMF, these strained relations between the CPAM and the liberal doctors have collateral effects. They discourage “the installation of young colleagues who prefer the status of replacement or salaried activities to the liberal practice of medicine (…) This is one of the causes of medical desertification”, says. she. Limiting this harassment would be much more effective than any bonuses or benefits at the installation! », Concludes the union.
As a warning, the legal unit of the FMF affirms that it will systematically publish on its site the letters sent to doctors by the most advanced CPAMs in the monitoring of medical practices.
