The conclusions of the report of the mission to assess and control social security financing laws, submitted by UMP deputy Bérangère Poletti, are clear: we must find a way to fight against the increase in the costs of sick leave including the number has exploded in recent years.
Between 2000 and 2011, sick leave compensation expenditure soared by 47%, from 4.3 billion euros to 6.3 billion euros. In 10 years, the number of work stoppages has fallen from 180 million days to 205 million. An increase of 3.9% on average per year between 2007 and 2011 while the private sector wage bill increased by 2%.
Three quarters of sick leaves are for less than 30 days but they only represent 20% of compensation. Conversely, stoppages of more than 6 months, although few in number (5% of the total), account for 40% of the expenditure.
How to explain the increase in work stoppages? The report mentions the aging of the population, the lengthening of working life as well as the arduous nature of certain professions and the increase in psycho-social risks.
To save money, the report recommends better checking work stoppages of more than 7 days, health insurance tending to concentrate its efforts on absences of more than 45 days (which are the most expensive). Bérangère Poletti also proposes to “generalize the control by health insurance” of civil servants. Finally, the member would like the regulations to be amended to provide for better compensation for precarious workers.
