Practitioners exercising a liberal activity within the AP-HP received 33 million euros in fees, an amount up 5%.
The liberal in the hospital is doing pretty well. In 2014, practitioners exercising a liberal activity within the Assistance publique-Hôpitaux de Paris (AP-HP) received a total of 33.6 million euros in fees – an amount up by more than 5% compared to 2013, according to a report published by the Hospimedia site, from the central commission for liberal activity.
More income, less liberals
Per practitioner, this represents 98,000 euros in annual fees (+ 5.45% compared to 2013), specifies the report. If these incomes continue an upward trend, the number of double-haired practitioners seems to be decreasing.
Thus, for the second year in a row, the committee observed a drop in the number of physicians exercising a private activity at the AP-HP, which “fell from 358 to 346, or 5.9% of the number of practitioners legally eligible for an authorization to exercise liberal ”.
An activity under conditions
Liberal activity in the public hospital is subject to several conditions. The number of consultations and procedures carried out by doctors for their private activity must be “less than the number of consultations and procedures carried out for public activity”. In addition, the time devoted to the liberal activity “cannot exceed 20%” of the weekly hospital service of the practitioner, recalls the report.
Finally, doctors must donate part of their turnover to the institution that employs them according to the acts performed. Thus, in 2014, 8.6 million euros in royalties were paid to the AP-HP – a figure up 6.6%.
Cochin, Hôtel-Dieu, La Pitié …
Of all the fees collected by practitioners, more than 60% are in five hospital groups in the capital: Paris Center (Cochin, Hôtel-Dieu), Pitié-Salpêtrière, Paris Ouest (European Hospital Georges-Pompidou), Saint -Louis-Lariboisière, and Paris East (Tenon, Saint-Antoine, Trousseau, Rothschild).
Great disparities exist between physicians. At the top of the table, 8 of them earn more than 400,000 euros, and 23 between 250,000 and 400,000 euros. At the bottom of the scale, 117 practitioners declare fees of between 300 euros and 50,000 euros. The share of fee overruns is not specified.
